The writer is trying to suggest that it is difficult for men to work in both extremes: cold and hot weather. On the one hand, cold weather acts as a barrier because it paralyzes human energies while there is little to no incentive to work when there is simply no difficulty. During moderate cold temperatures - suitable for the temperate countries of northern Europe -- the true potential of human nature comes forward. This weather pushes humanity with the hope of acquiring amenities for himself and food to refill the energies. Whereas, in the tropics, where the abundant sun and hot weather make men lethargic, there is little need for clothes, fire, and food that can be obtained easily. The writer is trying to relate the weather with the ambivalent human nature. As through different moments of the season-- especially in summer, man does not work much. Nevertheless, in winter, man becomes more active both mentally and physically.
